Same happened to me. I removed the red arrow from the starting rose which (re)created a loop, however it wouldn't let me place a red arrow elsewhere and I lost an action/turn

I also have the same problem. I removed the red arrow from rome to the starting rose so I would recreate a loop. But now I cannot start from any place of the loop. Instead the only option I have is to place an arrow to Persepolis.

Same bug occurred when creating a loop while removing the red arrow from the starting rose in Athens. The red path is now no longer usable. For this part, this changes the outcome of the game!
