The rules do not require a word card to be placed for an arrow to be valid.
Directions may even only have a single location left in the indicated direction, which would make attaching a word card, moot. -

I saw this today too.
If the rules require this, then the implementation should enforce this.
Also, the 'short' rules should be changed, they currently say:
"You can use as many or as few words as you wish for each location, and each card has a front and back for positive descriptors and negative descriptors (e.g. comfortable vs Not comfortable) "
"as many or as few" includes zero.
