There seems to be a bug indeed but not the way you think it is.
It is actually correct that you can’t go to the single wax seal action since you would need to pay 2 coins to place the seal on your personal board, but you had no money at that point.
The bug is that the 2 wax seals action should also have been blocked because even with a discount of 1 you can’t place a wax seal.
