Bug cannot be fixed because bug report have been created AFTER bug.

This is not a bug. Sharing a sea zone is not enough, you must share a border.
UK is an exception, as it can share a Sea zone instead of a border, but Germany is not UK.

The neutral country must share a land border (1.3.4) with an active friendly country.
If the Axis faction is applying this event, it may instead select a neutral country that shares a Sea Zone with Germany.
