Second, if you can, please write in english as Google Translate is not always very good.
That being said, I have a few questions for you:
1) Did you read the official rules? Because if you had read the official rules, you would know how to claim objectives in Solo since the rules do explain that.
2) Did you read the condensed rules at the bottom of the game page? Here is a direct link: en.doc.boardgamearena.com/Gamehelpdraftandwriterecords ... Because if you had read that page, you would know how to claim objectives in Solo since this page does explain that.
3) Did you see the button named "Solo: Claiming Goals" in the middle of the play area when you play the game? Probably not since if you would have seen it, you could have hover over it or click on it to see a text that explains how to claim objectives in Solo. I've added this button explicitly for people that did not read the rules to explain how to claim goals in Solo and not open bugs that are not bugs.
Here's the text of that button. Hopefully, you will read it and understand that there is no bug, you just have not looked at how to play this game:
"To claim a Goal in Solo mode, you must choose to draw a third card and then you will have the option to claim a completed goal card. Note that when drawing a third card and there are two cards with the same section, you will be forced to play the other card."
