Buy a Green card
I only had 1 green card in my tableau at purchase, so there was no shield requirement. I also did not have a family member in the green tower at the time -

I bought the Captain card (Blue)
Interface would not allow me to select/buy a green card -

nothing. the cards could not be selected, and the Confirm button remained greyed out. I had to undo my action entirely and perform a different action

bought Captain (Blue), yields +2 shield and ability to buy a green development card value of 6. I only have 1 green card, so there is no shield minimum to purchase/obtain another green card. the game will not let me get any of the green cards available. I do NOT have a family leader on the green tower at the time
I did not try F5, not sure what that fix is. I tried repeatedly to make it work to no avail

I'm having the same experience with picking a purple card with value of 6. If there's a way to actually select a card, I could not figure it out.

@tohofww: Sorry no Bug. You have only 5 coins, and you need 4 coins for the Captain and 3 coins for the tower penalty
From the rulebook (example):
In addition, you
can perform an action at value 4 to take
a card of any type without placing a
Family Member. Pay 3 additional coins if the
tower is already occupied (also through yourself!) and take the
bonus resources from the third/fourth
floor.
@basejester: I cannot revalidade your game, but I guess, it is someting like that
