This seems to be a misunderstanding of the spirit card rather than a bug. Perhaps it is unclearly translated.

this is the text in English not sure in other languages. I think its implied it has to be activated before picking.
For the remainder of this turn, whenever you Pick a tile from the Dragon Castle, you may take tiles that have one of their short sides free (even if they are not Available); you must do this at least once.
