Some gamers have a sort of strategy (impossible in a "real card" game) to continue drawing, reaching a very high number of cards and they play just a couple of times (thanks to the limit of 13 cards to be played at once. Otherwise they would probably wait to have all the cards...).
This is an online strategy, but this also means the other player usually plays alone, till the last 2 or 3 moves where all the cards of the first gamer are played (and the match is obviuosly lost, because the other did not play, but just organised his/her cards as in a solitary game).
With real cards this would be impossible. Maybe it could be good to set a max number of cards to be held (with some penalty if a gamer does not play a card in a number of moves, or something like that).

I won't add any other fancy rule.
The effect of this tactic is to drive away players who want to play and new players. Soon, these players will lose interest in the game because of the tactics of some.

I fully agree with the complaints already made on this subject. Penalties do not exist in the real game and on the site, they were introduced to PENALIZE a player who does not respect the rules, but it turns out that in the end, they favor those who cheat!!! Couldn't we simply remove these penalties which completely divert the objective of the game, which in my opinion, is to improve one's strategy instead of seeking to win at all costs, in defiance of the rules of the game and one's opponents? ? Especially since when faced with this type of player, I systematically ask for the game to be abandoned, and this is systematically refused by the cheater!!!! They tell me that I just have to cheat too!!! I really like Machiavelli but it is more and more difficult to play "normally" and many of the "friends" I used to play with have abandoned the site for this reason....
The only addition is the 13 cards limit.
As Pagat says, "A general problem with manipulation rummy games is that laying down sets and runs helps the other players by giving them extra manipulation possibilities. The result is that players tend to hoard cards, waiting for others to meld, and hoping to go out by playing their whole hand at once. One solution to this problem is to limit the number of cards that can be played on one turn"...
There have been several changes made since the beginning (2013) and removing penalties doesn't prevent people from hoarding.
