At the very least BGA should prevent players taking cards they know to belong to their opponents when they receive them in their starting hands.
As for the reproach which you make to your opponent to choose a card of your case, it is not based on the rules and in the example which you give on move #28, you did not need this card as the crime of your case could already be deduced from the hints on the boardgame at that time.
Considering the beginning of the referenced game, I think your level of play is much too low for you to enjoy playing P. I. in real time.
Not a bug.
Taking cards that are valuable for your neighbor but not for you is not only not forbidden by the rules, it can actually be part of a strategy.
