The code for Sector 128 appears to mandate the 3rd resident slot's action; But there are no resources to exchange so the action cannot be triggered.
In an attempt to bypass the action, I did a "Relocate residents". The game let me move the resident from Slot 3 to Slot 4. I believe this breaks the Resident Placement rules on Page 16 (and it still didn't allow the game to progress).

changed to
"Should be able to bypass free Diplomacy bonus AND should not be able to relocate to same sector"
Hub B-5 has a free transport action, but since that action requires that you perform at least one conversion I've changed it to make that an optional bonus.
