Players control the pace of the game absolutely during their own turn. They can decide when to send or refuse trade o ffers, when to cancel trade offers, and when to give up on trades and end their turn.
As such:
1. Opponents clocks should never click down during a player's turn.
2. A player's time should constantly click down during their own turn regardless of trade status
Additionally, the current set up encourages players to spend too much time floating trades, and penalizes players (including with reputation points) for other players behaving badly by over-beggin the trade function and spending too much of their time trading.
As such, ALL forceouts and reputation losses from timeouts in Catan games should be cleared, as this is functionally a bug and abuse factor in the reputation system.

Rapporthistorikk
The fact, that also the unactive player's time is clicked down can even be used as an unfair play practice.
A player with a high ELO that was likely to loose as the other fairplayer and myself were doing pretty good started like more than twenty "silly trade offers" - asked for like 6 cards while offering one. The game ended with me running out of time and being expelled from the game. The unfair player did not loose any ELO points and this behavior did not affect his or her reputation.
Of course I have reported this and gave also a red thumb, but there is apparently nothing that can be done...
My suggestion would be, that time is clicked down for unactive players at the most only for three trade offers. And of course I am also waiting for an "auto refuse" function when it comes to trade. There are situations in the game where you simply cannot, or want not to trade.
Thanks for considering my suggestions.
Making your clock run while waiting for others will only restrict Trade, which is the essense of Catan.
Additionally, now there is an option to automatically block proposals from players that have offered three trades or more, so the potential for abuse by trade-spam is greatly mitigated.
