When the card comes into effect, all players select the units that go down at the same time and then reveal.
This is against timing rules (with active player being first and then every one else in order) and also would be wonky in the physical version (as it would require everyone to take their units into their hand and reveal at the same time who survives).
Correct order would be --> active player reveals surviving unit --> next player reveals surviving unit --> etc....
The actual difference is very niche (like for example there will be situations where you actively choose a weaker unit to survive in order to burn the tide or you try to force draws), but nonetheless this is the way to go rules wise. -

Furthermore, odin's tide not triggering until end of battle sometimes makes it hard and confusing to calculate max strength of players in the battle for purposes of playing heimdal eye cards.
