Thanks for your feedback. I'm pretty sure it's a misunderstanding; please let me know how it could be clearer.
At the end of the game, we see which faction wins then which player wins.
The winning faction is:
- the one with the greatest value on the crown track (~ number of controlled regions)
- in case of a tie, the one with the greatest vale on the axe track (~ number of battle actions taken during the game)
- in case of a tie, the one with the greatest vale on the flag track (~ number of march actions taken during the game)
There can be perfect ties; in which case "no faction wins".
The winning player is:
- the one with the most tokens in hand of the winning faction
- in case of a tie, the one with the least tokens in hand of losing factions
- in case of a tie, the earlier one in turn order
There cannot be perfect ties between players.
To be honest, I'm not perfectly sure about the last tie breaker between players.
I thought it was "the first player who started negotiations that ended the game" but after discussing with the designer it seems much simpler; the initial turn order breaks ties (kinda make sense; sucks to play first in an area control game).
