Both players had two armies but nz1836 had more buildings--this is supposed to be a tie breaker, awarding points to the player with more buildings. The computer equally distributed the points.

No bug here - contrary to what you say, neither player had more buildings, each had a single ship as well as the 2 armies on the surrounding spaces at the time the attack was resolved.
I suspect you may have overlooked Blue's ship on the space to the North East, on the adjacent map tile?

Actually it wasn't 2 armies each, each side had only 1 army - Blue had 2 ships in addition whereas Green had a ship and a temple. Either way the result was accurately calculated as a tie, from 1 army and 3 total buildings for each player.
