I started my turn with 3 military power (an a Military Convoy from a previous turn).
I played Lost Alien Warship using a goal marker for +2 military power
Lost Alien Warship provides 2 more military power (which is then usable on a second world per the rules: "A world’s power or icons cannot affect its own placement (but can affect placing a second world, see below).")
The game then correctly prompted me that "you may place a second world" and correctly highlighted the Gem Smugglers (cost: 1 Military Defense)

The rules state "leftover" military strength are to be used to conquer the second world. So it may not be allowed to use a Goal Marker after the first world is conquered as the Goal Marker would generate
additional military strength, but would not be "leftover" military strength.
This situation where a player would want to wait until after conquering the first world whether or not to use a Goal Marker would come into play if the player is conquering a world without placing a development, and the additional one card income drawn is a military world that can now be only be conquered using a Goal Marker and a previously placed Military Convoy. Also, it is theoretically possible that a player would want to wait until after other players' moves are revealed to decide which world to conquer using Military Convoy, and then decide to use a Goal Marker at that point.

nov. 10 th 2023 5:23 • To provide a counter perspective, I don't think it should matter how military strength is generated prior to the first world's settling—leftover is leftover.
Also, in the case provided by the submitter, the goal marker was used /prior/ to the settling of the first world, so I think the timing is unambiguous here, and thus causes no issue (from a rule perspective) in terms of being "leftover" for the purposes of Military Convoy.

jan. 19 th 2024 17:30 • Confirming just a rules interpretation, there is nothing in the Terminal Velocity rules that says anything like "goal markers cannot be used when placing a second world". They should be usable for second worlds. And the effect of them is reducing the conquest cost of a planet and should also therefore impact the leftover military power you have in relation to Military Convoy.

jan. 22 nd 2024 13:27 • Minor clarification to my Oct. 12 2023 post: The word in the rules and on the card "Military Convoy" is "unused", not "leftover". I would presume that one could use a goal marker on the second Military World conquered, based on the rules in Terminal Velocity and the original Jump Drive.

jan. 22 nd 2024 19:57 • In terms of this "bug" itself, I had a game a few days ago where this process worked completely fine for me. I used a goal marker to reduce the military power needed to conquer a planet, the planet gave me additional military power, and then I used that in conjunction with Military Convoy to place a second military planet. I did not receive any red error banner related to not having enough power.

I conquered the Rebel World using a goal marker, giving me a total military strength of 12, of which 7 were used to conquer Rebel World. 5 Military should be left unused, enabling me to conquer Rebel Outpost. However the game will not let me conquer it.
In greenjacket124's game, the first world conquered (LABF) gave enough additional Military strength (+3) to conquer the second world (IUR) without needing the extra two Military from the Goal Marker.

jan. 23 rd 2024 15:31 • Slew, your example definitely brings it into the spotlight there, especially since your first planet was not adding any additional military power. It's almost as if the logic is using the goal marker but not applying the military power because it was already high enough.
