When calculating movement MP moving down a strategic movement line should reduce the cost to 1MP (if not attacking or otherwise influanced by enemy ZoC and units). See the movement options for W.Fin unit in 0942 - the movement costs for nearby hexes are calculayed as if there were no road/rail lines, so it cannot move as far as I want it to.
